As many of you are aware, the Toronto and Region Conservation Authority (TRCA) had a public meeting on June 28 to unveil their preferred approach for the extension of the Scarborough Waterfront Trail westward to Bluffer's Park. At this meeting the TRCA explained that their design would move the trail away from the shoreline at approximately Beechgrove Drive, up to the top of the Bluffs, through East Point Park and back down the Bluffs again to the shoreline just east of Manse Rd.
I have continually advocated for a Scarborough Waterfront Trail along the shoreline from one end of Scarborough to the other, unless there were environmental consequences or other serious ramifications that would rule out this option for any portion of the trail. Most of you share my view and hundreds of you have signed a petition created by my office asking the TRCA to reconsider their recommendation and put forward an option for a shoreline trail. More
Metrolinx advances design for third track between Guildwood and Pickering

A public meeting was held at the Scarborough Village Community Centre on Sept. 21 as part of the Metrolinx plan to add a third track between the Guildwood and Pickering GO stations and to electrify the operation of the trains. This was the second public meeting held to discuss this project. About 50 people attended.
Metrolinx staff explained the work they have been doing to advance the design. This included the proposed grade separations on Scarborough Golf Club Rd., Morningside Ave. and Galloway Rd. By changing the grades on the grade separations from those originally proposed, they have reduced the need to acquire private property from 12 to four properties. As a result, the speed limit on these roads will be reduced from 50 km/h to 40 km/h. Level crossings will remain on Poplar Rd., Manse Rd. and Beechgrove Ave. The level crossing at Chesterton Shores will be removed and restricted to emergency vehicles only. Pedestrians will not be allowed to cross the tracks at this location. As a result of the closing of the crossing to pedestrians, the tunnel under the tracks at the Rouge Hill GO station will be widened to allow direct access to the waterfront. More
Another chance to comment on Toronto Ward Boundary Review

In 2014, Toronto council began a study of the city’s ward boundaries. The city’s population has increased by 400,000 since the current wards were put in place in 2000 and there are now large variations in ward population sizes.
For the 2014 election the smallest ward was 45,440 (Ward 18) and the largest ward was 94,600 (Ward 27). That means not everyone in the city has voter parity, which is when one person’s vote is of similar weight to another person’s in a different ward.
In order to make everyone’s vote more or less equal, the boundaries have to be redrawn to make the wards closer in population size. This can be a difficult process due to ward history, existing communities wanting to stay together and geographic factors that create natural boundaries. After months of civic and public consultation in 2014 and 2015, five options were developed. Another round of consultation ensued and the final report on Toronto’s new ward boundaries was submitted in May 2016. It proposed increasing the number of wards from 44 to 47.
At its meeting in May, the city’s executive committee asked for more information on several issues. This resulted in an additional report on ward boundaries in August. All the reports are available on the Toronto Ward Boundary Review website at www.drawthelines.ca/reports.
In September, there are more opportunities to comment on the revised option for 44 wards that takes into account suggestions from the public as well as an option that follows the boundaries of the 25 federal and provincial ridings.

Temporary trucking of biosolids on Port Union Road

Preceding City Council's decision on May 5 to replace the old incinerators at the Highland Creek Treatment Plant, the City was making improvements to the existing biosolids incineration system. Toronto Water started work in 2014 to replace equipment and repair the existing incineration process in order to maintain compliance for the estimated six years needed to construct the new system. The current project also includes a temporary biosolids load out facility for emergency off-site disposal.
As a result of the ongoing construction, at least two temporary three-week long shutdowns of the existing incinerators are required. During these periods digested sludge, or biosolids, will be trucked off-site, probably to the Green Lane landfill near St. Thomas or to the Lystek International facility in Dundalk.
In a letter to the Highland Creek Treatment Plant Community Liaison Committee, Plant Manager Martin Shigeishi wrote that trial truck runs would start in May, and the first three-week incinerator shutdown was scheduled for late May/early June. The number of trucks will be between one and five per day, with no trucking on weekends. Truck routes from the plant to Highway 401 alternate between Coronation/Manse/Lawrence/Morningside and Beechgrove/Lawrence/Port Union.
A second three-week shutdown is expected in the fall. It is possible that additional off-site trucking of shorter duration may be required during unplanned plant shutdowns. Shigeishi assures the Committee that staff will minimize any impact to the community by overseeing haulage logistics and addressing traffic, odour or noise issues that arise.

The tireless movers and shakers behind the incinerator decision

When Toronto City Council finally voted 30-12 on May 5 for the community’s preferred option of a fluidized bed incinerator for the Highland Creek Wastewater Treatment Plant, no one in the city hall gallery was more satisfied than Frank Moir and Allen Elias.
They would never admit to being heroes, but Frank and Allen have been working tirelessly behind the scenes for the incinerator option for six years. They made sure community members knew why an incinerator was the best solution for Scarborough’s sewage. They had signs made up, wrote letters, talked to MPPs and circulated petitions. They made the rounds of councillors’ offices persuasively laying out evidence-based information. More

The Highland Creek Wastewater Treatment Plant Biosolids Environmental Assessment Study Report will be considered by the City of Toronto’s Public Works and Infrastructure Committee meeting on February 29, 2016, 9:30 am in Committee Room 1 at Toronto City Hall, 100 Queen Street W.Recommendations from General Manager, Toronto Water include Council endorsement of the EA Study and a request to finalize the Study Report for submission to the Ontario Ministry of the Environment and Climate Change for the obligatory 30 day public review period.
CCRA stands in solidarity with our neighbouring five community associations supporting Alternative #1, a new fluidized bed incinerator as the preferred solution for biosolids management.

The purpose of PIC #2 was to provide the public with background information on biosolids management at the Highland Creek Treatment Plant (HCTP), present information on the long list of biosolids management alternatives considered, the short list of feasible biosolids management alternatives that will be evaluated in greater detail and the proposed approach to evaluating the short-listed biosolids management alternatives to select the best one for the HCTP.

The City of Toronto is studying a series of transportation projects and policies to support re-developmentof the Highland Creek Village area. The mobility needs of residents, employees, businesses and road users will be considered.The second of two public meetings will be held on June 24, 2015. Meeting details were not available at press time, but will be posted online at www.toronto.ca/hcvtransportation.
Following the public meeting, comments will be reviewed over July and August, with the Transportion Master Plan expected to be completed in September and presented at City Council in October 2015.

Long Term Waste Management Strategy

The City of Toronto is developing a Long Term Waste Management Strategy for the next thirty to fifty years. The five guiding principles that define the long term strategic direction for managing Toronto’s waste are:
1. Consideration of options which support waste reduction, reuse, recycling and recovery before final disposal.
2. An open and transparent review of the options.
3. Innovation and flexibility to adapt to emerging technologies and changes to the regulatory environment.
4. Development of policies and opportunities for collaboration; and
5. Consideration of all other environmentally approved disposal options to extend the life of the Green Lane Landfill.
Scarborough Waterfront Project Public meeting #2 update

Scarborough Waterfront Project Toronto and Region Conservation Authority (TRCA) has initiated a study under the Environmental Assessment Act to create a system of public spaces along the Lake Ontario shoreline between Bluffer’s Park and East Point Park in Toronto, Ontario. The vision of the Scarborough Waterfront Project is a system of linked scenic landscapes along the water’s edge providing a safe and accessible waterfront experience with opportunities to actively enjoy the outdoors, to relax and reflect, and to learn about and appreciate the natural and cultural heritage of the bluffs.
Based on feedback received, Public Information Centre #2, originally scheduled for January, has been rescheduled for Tuesday, February 24, from 5:30 - 9:00 pm at Qssis Banquet Hall, 3474 Kingston Rd. The intent of PIC#2 is to provide the public, stakeholders and interested parties a meaningful opportunity to be part of the planning process.
